Neutral to Ground Voltage in Light Fitting

We connected a new light on an offshore platform, and are reading 70Volts from neutral to ground. The new light connection is correct, could another light or another circuit in the panelboard be wired wrong?

On our next visit we will open the CB to the Lights and read the voltage on the Neutral bar inside the panelboard.
